Twelve out of 29 information commissions have not had a single woman commissioner since they were constituted under the Right to Information Act of 2005. The CIC and SICs of Uttar Pradesh, Bihar, Rajasthan, and Kerala returned 41% of the appeals and complaints they received without passing any orders. This raises concerns about the efficiency and effectiveness of these information commissions in addressing the grievances brought before them.
